This case study examines the development of a curricular-based, high school leadership program from the perceived need for leadership awareness, through the review of the leadership research, the process of building consensus on program objectives, and actual curriculum writing, to implementation, assessment, and program revision. This examination and analysis of the process and outcomes, both anticipated and unanticipated, includes a discussion of the development of a learning community as described by Thomas Sergiovani and its impact on the organization in general. Further, discussion will include the influence of James MacGregor Burns, Steven Covey, Judy B. Rosener, Margaret Wheatley, and Ghandi, on program development.
