Media, Internet, Today Communication Means, Training and Education Alternations, and Responses

Early in 1980s, the world has gradually entered a new era. Nowadays, based on belief of many scientists from different areas of social and education sciences, various areas of human social life have been changed in a way that understanding and comprehending it's what and whys through taking advantage of only concepts and theories belong to the previous times is not practicable.
Information and Communication Technology (ICTS) is a wide and various complex of technologies, which are used for creating communication among men (sending and receiving all types of verbal, sound, and visual messages) and for producing, distributing, maintaining, and regaining information, too. The mentioned capabilities and their results guide many theoreticians, social authorities, and training & education specialists to this belief that ICTS had has central role in creating contemporary era (Human, Society, and New World). In fact, all structural levels of societies – from individuals of society, to groups and community, insinuations, organizations, and basically all structures of public life – have coped more than ever with fundamentally alternations and changes in conditions and factors effect their being (what, why) as the result of direct or indirect consequences of these technologies. Consequently, technologies usage (public communication, book, newspaper, and then film, radio, television) make it possible to create common identity and ideology between men far away and not acquainted with each other and it makes modern nations' structuralizing practicable.
A network without computers and internet (vertical and horizontal) converts the society to an environment with plenty of training and education centers and/or with no value genuineness. Non dependency of internet to the cultural and national boundaries, creates a global network and non-controllability of flow of messages' transfer, excludes this network with numerous centers from governments' submission. Electronic government is defined within any areas, includes fundamental alternations inside government's administrative constitution, particularly training and education institutions, which finally would affect balance between individual and society. In regard with wideness and depth of effects of electronic government, the most complete method for categorizing and describing its benefits is to obtain a matrix includes at least three variables: 1- all types of technology (compact disk, tele-text, fax, internet, intranet, etc….); 2- level of utilization (balance level of electronic government, consisting information, communication, trades, etc….); 3- affecting areas (economic, politics, culture, social structures, etc….). Contrast among various areas of triple variables can present plenty of houses, which would include positive effects of electronic government.
From the above issues, it can be concluded that governments through taking assistance of electronic medias by presenting the most attractive and trustworthy educational rules (in regard with the problems existed nowadays) not only can make their fundamental structures stale, but also they can somehow bind entrance way of non-educating trainings that cause societies become scatter; otherwise, the square will belong to those that have attracted minds to themselves through illusory appearances but early-diminishing. And then, a considerably long time have to be allocated in order to accumulate valuable principles in thoughts.
This test has been arranged in brief, as the response to the above two questions about electronic Medias' effects of training and education.
